| Summary, etc. | Datenquellen für die Analyse von Berufen, Kompetenzen, Skills und Tasks<br/><br/>This publication is available in German language only.<br/><br/>For a brief English summary see further below.<br/><br/><br/> Diese Studie vergleicht Datenquellen zur Analyse der Arbeitsmarktdynamiken im Kontext der digitalen und grünen Transformation in Österreich. Der Fokus liegt auf der Abbildung von Berufen, Kompetenzen, Skills und Tätigkeiten. Drei Datenquellengruppen werden untersucht: Berufsdatenbanken, Umfragedaten und Stellenanzeigen.<br/> Es zeigt sich, dass keine einzelne Quelle alle Anforderungen für die Analyse von Berufen, Skills und Aufgaben im Kontext der digitalen und grünen Transformation erfüllt. Während beispielsweise die US-amerikanische Berufsdatenbank O*NET aufgrund ihrer Bedeutung in der Forschung vorteilhaft ist, hat sie den Nachteil, dass die Beschreibungen der Berufe auf den US-Arbeitsmarkt zugeschnitten sind. Die europäische Klassifikation ESCO bietet eine praktikable Alternative. Durch die Kennzeichnung grüner und digitaler Kompetenzen wird die Herleitung der digitalen und grünen Kompetenzerfordernisse in Berufen erleichtert. Die hierarchische Struktur und Mehrsprachigkeit bietet zudem wertvolle Möglichkeiten für Text-Mining-Analysen, die flexible Untersuchungen von Kompetenz- und Tätigkeitsstrukturen zulassen.<br/> Umfragedaten sowie Online-Stellenanzeigen erweitern das Bild, indem sie Analysen auf der Personenebene und Untersuchungen aktueller Trends ermöglichen, sind jedoch durch begrenzte Berücksichtigung grüner Tätigkeiten und Fähigkeiten/Kompetenzen (Surveys) und infolge teils eingeschränkter Verfügbarkeit der Rohdaten (Stellenanzeigen) derzeit nur dazu geeignet, spezifische Fragestellungen zu bearbeiten oder ergänzende Einblicke zu gewähren.<br/> Eine zentrale Schwäche in Österreich ist der Mangel an detaillierten Beschäftigungsdaten auf Berufsebene. Analysen sind oft nur für gröbere Berufskategorien und basierend auf Stichprobenerhebungen möglich. Daher wird – in Übereinstimmung mit einer Machbarkeitsstudie von Statistik Austria – der Aufbau eines Berufsregisters nach deutschem Vorbild empfohlen.<br/><br/><br/>Data sources for analysing occupations, competencies, skills and tasks<br/><br/><br/> This study compares data sources for analysing labour market dynamics in the context of the digital and green transformation in Austria. The focus is on the possibilities of mapping occupations, competencies, skills, and tasks. Three groups of data sources are examined: occupational databases, survey data, and job advertisements.<br/> It becomes clear that no single source meets all the requirements for analysing occupations, skills, and tasks in the context of the digital and green transformation. For example, while the U.S. occupational database O*NET is advantageous due to its relevance in research, it has the drawback of being tailored to the U.S. labour market. The European classification ESCO offers a practical alternative. By identifying green and digital competencies, it facilitates the derivation of digital and green skill requirements within occupations. Its hierarchical structure and multilingual design also provide valuable opportunities for text-mining analyses, enabling flexible examinations of competency and task structures.<br/> Survey data and online job advertisements complement the analysis by allowing insights at the individual level and the study of current trends. However, their utility is limited: surveys often lack a comprehensive focus on green tasks and competencies, and job advertisements are constrained by restricted data access. Therefore, they are currently better suited for addressing specific research questions or offering supplementary insights.<br/> A key weakness in Austria is the lack of detailed employment data at the occupational level. Analyses often rely on broader occupational categories and survey data. In line with a feasibility study by Statistics Austria, the establishment of an Austrian occupational registry modelled after the German system is recommended.<br/><br/> |
